server sent disconnect message type 2 (protocol error): "fork failed: Resource temporarily unavaible"

Hello everybody

I've got a problem with my ssh server. I've installed the ssh server and
setup the passwd and group files. But as soon as I type in my login passwod
and hit enter a pop-up message from putty apperas with the following:

"server sent disconnect message type 2 (protocol error): "fork failed:
Resource temporarily unavaible"

Then I tried to run the sshd daemon in the highest debu mode under windows
xp: ..\usr\sbin\ssh -d -d -d

and with the sshd daemon in debug mode putty connected without any error.

Does anyone maybe have a clue, what the problem could be? I checked the
event viewer on windows xp but couldn't find any error message or warnings
from sshd daemon.
