Read the etc/profile file, it tells you how to change the HOME directory.

On this topic... one of the reasons why I am still using the (relatively
old) SSH for Windows implementation is because it is the only one I have
found that allows me to change the home directory for users. Everything
else I have tried locks me into a single directory, or makes it nearly
impossible to change. 

I haven't tried everything -- haven't tried copSSH for about two years
-- but does anyone know if this is now a supported feature in any other
available Windows SSH implementation?
