I have isolated the problem to a firewall; it has nothing to do with SSH.

I have to enter my password twice to log in to the SSH service (see below).

It does not matter what I type for the password the first time, whether the
correct password or a bogus password, log-in fails. The second time
everything works. I am using OpenSSH for Windows 381.

Would anyone know how to fix this?
