This is getting confusing...
OpenSSH is the main open-source SSH package that many, if not most SSH
implementation are base on.
OpenSSH is an active project, that is undergoing constant changes.
OpenSSH is the default SSH package supplied with the Cygwin
distribution.
copSSH is a windows distribution of OpenSSH compiled under Cygwin, w/o
the extra bloat of Cygwin
copSSH is a bare-bones distribution of OpenSSH and Cygwin, to easy the
installation process
copSSH is essentially a convenience package of Cygwin/openSSH
"OpenSSH for Windows" is a very old project, originally intended to
build openSSH under windows w/o Cygwin, but the project is dead, and its
vision was never fully realized.
"OpenSSH for Windows" is full of installation problems
"OpenSSH for Windows" is dead, largely because of Cygwin's native
support of OpenSSH.
When "OpenSSH for Windows" is simplified as just openSSH, confusion can
occur. I think when people are not familiar with these differences,
they can end up with the wrong packages. I for one, recommend using
copSSH because it is very easy to install, and a lot easier to configure
than the openSSH supplied by Cygwin. However, if you want to use
Cygwin, then you cannot use Cygwin with copSSH unless you really know
what you are doing, and if you do, the copSSH is overkill, and you
should just stick with the openSSH package in Cygwin.

It's something like... mkgroups <blah> <blah> and mkusers <blah> <blah>

ps - FWIW... You may wish to move to CopSSH which is a much more upto
date
port. OpenSSH is older and no longer maintained.
