Yup, that was the problem. I actually figured this out a few days ago
with the help of a coworker, but I forgot to post the solution to the
list. Thanks for reminding me!

As someone else said, I think OpenSSH and cygwin ssh is the same
codebase

and software. The only difference is the installer. Make sure that once

OpenSSH is installed and the service is created open it's properties
window

| Log On tab | Make sure that "Allow service to interact with the
desktop"

is checked. Restart ssh service, and try your test again. I think it'll

work.
