One problem with OpenSSH

I only have one problem with OpenSSH, which I have already worked
around the problem but I am still interested to get to the bottom of it.

I have installed OpenSSH using the installer to C:\OpenSSH.

The installer with add to it 'bin', 'etc' and so on.

I have added public key authentication and this command executed
properly without problem :-

          unix$ ssh -i rsa.pub user@window.machine

I wll get a Windows command prompt.

I have manually added cygintl-2.dll to it. When I run this from
Linux,

        unix$ ssh -i rsa.pub user@window.machine ls

It will complain that \bin\sh.exe not found.

Then I worked around it by copying C:\OpenSSH\bin to C:\bin.
Then everything works fine.

Sounds like a Cygdrive thingie not set properly. Anyone knows
what's wrong ? And how this can be fixed ?
