I have had the same problem with OpenSSH/cygwin on a Windows XP SP2
machine. This problem was discussed on this list not long ago. I seem
to remember someone guessing that it has something to do with McAfee
security products, which I do have on my Windows XP machine.
It is at least not a problem with Windows firewall as I have
specifically setup exceptions for port 22 and OpenSSH. Also, ssh to
localhost has the same problem.
