Eliminate password logins and require everyone to use public keys to
gain access. This still opens up the possibility of access because if
the client host in compromised then the private key is exposed as well.
Therefore, you should make sure that you use a password when generating
the keys. This ends up being a very robust level of security in reality.

Read the ssh-keygen man pages for more information.
