Win 2003 System error 1067

Hello, hopefully people are still on this list.

I can't seem to start the openssh service on my Windows 2003 Server
Enterprise Edition box.

I have found some help online, but so far nothing has worked. I keep
getting the generic 1067 error. No log is created either. So I can't
even figure out what it's burping on. I have tried the calcs change
permission for the directory fix, as well as running the service as a
different user, other then system. I also re-created my passwd file an
well as the keys. Don't suppose anybody has created a standard
troubleshooting doc for the 1067 error?
