You might try openssh on microsft's sfu (services for Unix) or SUA (Services
for Unix Applications). Interix has the openssh ported from BSD available
here: http://www.interix.com/tools/warehouse.htm (requires free registration
to log in)

You can download sfu from here: http://www.microsoft.com/windows/sfu

If you have Windows Server 2003 R2, then you can install SUA like any other
system service/component.
