Given age, a bad memory and a splitting headache this answer is going to be
short. (If you can call it an answer).
Your issue sounds like those noted several months ago with users using WinXP
and a few 2k3. The problem had to do with the fw and when/how the ssh
service starts.
Disabling the cruddy M$ fire'patch' would probably be a good solution if you
have a real firewall of a fake one for that matter. Otherwise for a
specific solution search through the archives.

OpenSSH for Windows installed wonderfully for me on Windows 2000, but on XP
SP2, it has been a different story.
Upon trying to log in using Putty, I get:

Similarly, using the SSH client that comes with OpenSSH, I get this:
M:\>ssh Jon@apt.ucphidelts.com
Read from socket failed: Connection reset by peer
I tried copSSH but it did the same thing.
If I try logging in locally, it uses Username Jon, spits out the Usage
Warning and then gives the error.
Now, on the server machine, if I "net stop opensshd" and then run
"c:\Program Files\OpenSSH\usr\sbin\sshd", the same thing happens, but if
append a "-d" on the end then it all works fine. I did Google one or two
other people who had the same issue but their solutions either didn't work
or didn't apply. I imagine it has something to do with permissions since I
don't understand them.
Do you know what I should do?
