Not completely true...
The most secure way to use windows xp in a network is to have accounts
without passwords.
Xp does by default not allow remote access to the machine with such
accounts.

If you set any password, you get at least attackable for some brute force
attack. You don't get this with a blank password.
Most unexperienced users prefer simple passwords. Their own name or
something like that most of the time. In such cases it is really better to
tell them not to have passwords with xp. It make life for them so much
easier and their computers so much more secure. At least remotely...
