You could place dependencies on OpenSSH so that is wont start until
<XService>.

Alternately I ?think? that you can set the order of service starting in the
registry? I am very fuzzy on this but think I found an KB article on this
by accident once upon a time. I'll see if I can find it, otherwise assume
it was just a dream <smile>.
