Pubic keyauthentication fails

Hi,

I have setup OpenSSH on Linux machines several times without problems,
always with public key authentiction.
Now i'm trying to setup OpenSSH on a Windows 2003 and edit the
sshd_config like the Linux machines. Executed also the passwd en group
commando's. But i always get:
Permission denied (publickey,keyboard-interactive), when i try to
connect.

What can i do to get it working.
