Have you tried running it from a prompt? Here is what I got at first:

C:\cygwin>c:\cygwin\usr\sbin\sshd.exe
Could not load host key: /etc/ssh_host_key
Could not load host key: /etc/ssh_host_rsa_key
Could not load host key: /etc/ssh_host_dsa_key
Disabling protocol version 1. Could not load host key
Disabling protocol version 2. Could not load host key
sshd: no hostkeys available -- exiting.

What I did to deal with this:

subst m: c:\cygwin
m:
m:\usr\sbin\sshd.exe

Which got me to my current problem: I can authinticate, but the connection
closes. (help help)
