Possibly Impossible Port Forwarding / SSH Tunnel?

I've repeatedly tried with several different applications (stunnel,
ssh, sshd, putty, SSH Secure Shell, etc) and have searched atleast
three or four different stunnel/ssh related mailing lists for help.
Hopefully someone is kind enough out there to help!

I must work on a Windows computer on an unsecure network and connect
to a remote server that does not support ssh (nor does the application
I'm connecting with support it). This is the setup I would like to
accomplish:

Windows Computer --ssh tunnel--> Windows SSH Server --normal
connection--> Remote Server

I'm running a Open SSH server now, but didn't know what configuration
(if any I need to do for it). I'm hoping someone can tell me just what
exact parameters I need to run with ssh to make the correct ssh
tunnel.
