I have experienced the same situation before and found it to be either:

1. SSHD is using a different config file;
2. SSHD is using NO config file and the priviledge user is compiled in ;
3. Rights on the SSHD_CONFIG file are such that the daemon can't read it..

I'd recommend searching your hard drive and make sure that another
sshd_config doesn't exist.
Also, I don't know what you edited your sshd_config with but notepad (and
some other text editors) have a nasty habit of saving a file with a *.txt
extension and obviously if the file is named sshd_config.txt or similar, the
sshd daemon won't be able to read it and will start up with
no config file at all (in which case #2 above applies)...
