OpenSSH for Windows crashes services on Server 2003

I've recently installed OpenSSH for Windows 3.7.1p1-1 on Windows Server 2003. I did a 'straight' install selecting all of the default configuration options.

The application works really well, I've been able to do remote logins to the server, copy and ftp files. The problem I'm getting however is that the service seems to encounter an error condition periodically. When viewed in the Services management console the service still appears to be running although it is no longer accepting connections. If I shut the service down and attempt to restart it I'm unable to start it, or any other Windows services. To recover I need to reboot the machine.

I've had a look in the log file, C:\Program Files\OpenSSH\var\log, and the following error shows up several times:

C:\Program Files\OpenSSH\usr\sbin\sshd.exe: *** could not load user32, Win32 error 0

Could this be the cause of the problem?

Having looked at Dávid Roland's post on 29 Apr 2003, I've ensured that UsePrivelegeSeparation is set to NO in C:\Program Files\OpenSSH\etc\sshd_config.
