Actually it has a lot to do with ssh because of the way ssh does or doesn't
log into a Windows machine and what rights a user has or doesn't have
during a session.

To answer the question of the mapped drive, I had trouble finding second
physical hard drives in the scp and sftp connection and I was directed to
look for /cygdrive/d to find the other drive. I know that when I have the
whole Cygwin environment installed on system that is on a Novell
network, it registers all the mapped drives in that /cygdrive/d,e,f,g,h
way.

Also it is possible that the user that is being passed to the SAMBA server
may not be the user you think it is. It may be the system user that is
running
sshd instead of the logged in user. Another reason to go into services
and change the user that is connected to the service to be one that does
have rights on the SAMBA server.
      Start-Settings-Control Panel-Administrative Tools-Services
      Find the OpenSSH service...(cannot remember the name)
      right click, properties, log on tab
      change to This account radio button and fill it in appropriately.
