Fatal: monitor_socketpair: socketpair?

I keep getting the following message on the destination machine's event log, periodically, when ssh is used to open a shell to this destination machine and read the contents of a directory. This problem just started after ssh traffic increased on this host.

The version of ssh running on this destination machine is 'OpenSSH_3.5p1 SSH protocols 1.5/2.0, OpenSSL 0x009068f'/
This is a Windows 2000 host, version 5.00.2195.  There is quite a bit of ssh traffic on this host.
