The minimal install is very little actually. You really do not need the
whole environment. There used to be a distribution at
http://www.networksimplicity.com/openssh/, but it has been shut down. You
might be able to find the files at various locations. I have the entire
instructions for how to build this install if anyone would like them. v3.5
is causing some problems right now (running sshd through cygrunsrv will not
work), but v3.4 works well and 3.5 can be copied over it without problems.

Subject: minimal intstall for cygwin openssh

Hi all (newbie I am),

I've seen a few posts about this subject and links for additional
information regrading this subject but have been unable to find a
definite answer. I was able to get openssh installed and running
  following -ME's instructions. http://tech.erdelynet.com/cygwin-sshd.html

I've noticed that the base category installs quite a bit by default
do I actually need everything in the base category? What would be
the bare bone minimum install for ssh? Or is -ME's instructions the
  minimum?
