If only that group needs access to anything cygwin, you can remove the other
users from the /etc/passwd file. Or you could clear the login shell for the
other users.
Alternatively you can control NTFS permission to the bash.exe (and tcsh.exe
if listed in /etc/passwd) shell programs. Without this access, the users
will be unable to login. Of course, this might not keep them from using ssh
TCP tunnels.
