ssh permissions based on the directions from the site

Hi all, I just got cygwin working on a win2k advanced server machine, thanks
to the directions on the site. I followed them to the letter and things
went fine. However, I have a question. Not being anywhere near experienced
with linux/unix, I really don't know what sorts of permissions I set when I
went through the command line stuff in the tutorial. Ideally, we'd like to
have the same rights and priveleges through ssh as they appear through
windows, so that I only have to set user's priveleges in one place. Is this
possible? Please forgive my ignorance in advance :)
