[ssh-l] Trouble getting sshd started

All,

I have 24 Win2K and 1 WinXP machines on which I've been trying to get sshd
running. Two of the Win2K machines and the one WinXP machines seem to be
working okay. It seems I've screwed up the rest of them. A cursory glimpse
of recent posts failed to enlighten me as to how I might correct the
problem.

Anyway here are some details:

With CYGWIN set to "ntsec tty" I get the following for the server:

I can start sshd (cygrunsrv -R sshd) properly when the CYGWIN environment
variable is just "tty" (with the requisite changes when prompted by
ssh-host-config), but when I attempt to log on to the local host I get:
