hi Andrew,

by default the administrator does not have all the administrative rights.
The rights required by the cygwin process are
1. Act as part of operating system
2. replace process level token
3. Increase quotas
4. Logon as service (if used via service manager)

for more information, read /usr/doc/Cygwin/openssh-x.x.x.README

also make sure that the permissions of your private key is correct
