Were these local users in the passwd
file when you started the sshd service?
Are their entries in the passwd file
complete, i.e. they have a home directory
and a valid group etc?
Just a conjecture, since I haven't looked
at the source, but is it possible that
these local users need to be in the passwd
file at the time of generating the host
and key files?
Have you tried starting sshd manually with
the -d (debug) or -vvv (verbose) options to
see where it is stack dumping?
