[ssh-l] cygwin sshd 2.9p3-2 fails: not owner

Hello,

I upgraded to openssh 29p3-2 from 2.5 and now the
service will not start. The error message in the
Event Properties for the aplication is:

The description for Event ID ( 0 ) in Source ( sshd ) cannot be found. Th=
e local computer may not have the necessary registry information or messa=
ge DLL files to display messages from a remote computer. The following in=
formation is part of the event: sshd : Win32 Process Id = 0x690 : Cygwi=
n Process Id =0x690 : starting service "sshd" failed execv: 1, not owner

>From the command line the erro message is Win32 error 1062

I am using cygrunsrc

It runs fine from the command line '/usr/sbin/sshd -D'

Any help would be appreciated,
